Mr. Thorn has broad experience representing clients in all types of federal and state civil and criminal tax controversies involving international tax/FATCAoffshore business bank accounts and IRS voluntary disclosures, examinations of returns, criminal tax investigations, IRS audits and litigation, collection alternatives, ethics investigations, and other types of complex civil litigation matters.

Mr. Thorn has successfully appeared on behalf of clients before the Internal Revenue ServiceDepartment of JusticeUnited States Tax CourtIRS’s Office of Professional ResponsibilityIRS’ Whistleblower Office, and state taxing authorities across the nation, including tax-related agencies in New Jersey, New York, Pennsylvania and Connecticut.  

Before forming Thorn Law Group, Mr. Thorn served as a Partner and the Chair of the Tax Controversy Practice for one of the largest law firms in the Southeastern region of the United States. He also clerked for the Honorable Laurence J. Whalen of the United States Tax Court, worked as a senior attorney with the IRS Office of Professional Responsibility, and held the position of senior tax consultant with PriceWaterhouseCoopers.  These professional experiences have given Mr. Thorn the insight and knowledge necessary to successfully address the complete range of diverse tax law issues his clients face in the firm’s Rutherford, New Jersey, Boston, Massachusetts and Washington D.C. offices.

Professional Activities:

Mr. Thorn stays abreast of key tax controversies through his participation in the American Bar Association and the ABA Section of Taxation’s Civil & Criminal Tax Penalties Committee. He currently chairs the ABA Committee’s Civil & Criminal Tax Penalties Task Force and serves as the Sub-Chair of the Offshore Voluntary Disclosure Task Force.

Mr. Thorn also contributes his time and talent to the ABA Section of Taxation committees that review and comment on proposed federal tax legislation and regulations involving federal tax penalties, as well as professional standards for tax professionals and ethics enforcement.  Additionally, he regularly lectures on critical national and international tax developments to professional associations, banks and financial institutions throughout the United States and around the world.
